Graduated in History and Social Studies, Rita Serrano has a master's degree in Administration and specialization in Governance for Board Members. She has been a career employee at Caixa since 1989, having held various positions. She was president of the Union of Bank Employees of ABC for two terms, between 2006 and 2012, and currently represents Caixa employees on the bank's Board of Directors.
Also during the election campaign, Rita Serrano delivered a document to then-candidate Lula, saying that the institution's balance sheets in the Bolsonaro government were inflated by the sale of assets. In the text, she defends that Caixa remains a fully state-owned bank, which guaranteed her the support of the category's unions for the conquest of the post to which she was nominated.
Serrano also indicated the importance of improving the bank's governance and control, as well as the need for "humanization in labor relations."
The proposal by Caixa's future president divides the bank's activities into three axes: growth, economic development and infrastructure; poverty reduction, citizenship, environment and culture and a priority internal agenda, focused on a new people management model and investments in technology.
The executive defends a change in the Law of State-owned Companies to increase the participation of workers' representatives in the boards of directors of the firms as a way of increasing inspection and social control.
Rita Serrano has been, since 2017, a board member of Caixa elected by employees. In 2018, she launched the book “Caixa, Banco dos Brasileiros” (Caixa Brasilian’s Bank), which deals with the history of the bank and its relationship to the development of Brazil. In the same year she co-authored the book “Se é Público é para todos” (If it's Public, it's for everyone).
The new president of Caixa has not yet commented on how the bank will operate in lottery operations. The next steps are essential for maintaining the status quo of the business, which has an important horizon ahead of it in view of the emergence of new state lotteries and the operation of sports betting.
