Brazilian state of Paraná opens call for public hearing to grant sports betting

On February 14, the Government of Paraná will hold a public hearing via videoconference for interested parties to contribute to the elaboration of the term of reference for granting the exploitation of sports betting to the private sector. Individuals and legal entities must submit qualification documents to participate in the discussions that will culminate in the Notice to be released after the discussions and analysis by Lotepar.

Public Hearing 001/2023 launched by the Government of the State of Paraná aims at the accreditation of qualified legal entities, for concession of the exploitation of sports betting. The public session via videoconference will take place on February 14 at 10 am (Brasília time) at https://www.webconf.pr.gov.br/b/and-ohg-0ti-oxy.

The Notic informs that the Public Hearing aims to consult qualified legal entities, for their contribution in the elaboration of the term of reference for granting the exploration of the sports betting modality, to meet Lotepar's demand.

The discussions aim to “clear up any doubts regarding the technical criteria required by users in the execution of the object” and to “increase competitiveness in future bidding processes, without jeopardizing the intended result of the acquisition.”

The Notice and annexes are available on the internet, at www.comprasparana.pr.gov.br – Public Hearing No. 001/2023, and on the Transparency Portal.

The government of Paraná intends to grant, via accreditation, the operation to multiple concessionaires in free competition, for a period of 10 years, extendable for an equal period, all those who fulfill the requirements of the Public Call, without limit of concessionaires.

Any individual or legal entity that is interested in presenting contributions that will support the Administration in the formatting of future bids, may present them in the manner defined in the Notice of Public Hearing.

The Government of Paraná explains that "a contribution is understood to be any suggestion of modification, deletion or addition to the pre-defined requirements in the draft terms of reference and other annexes, as well as doubts and other information that subsidize the fulfillment of the objectives described in the item 2 of the Announcement.”

Contributions may be sent to DECON / SEAP via the email [email protected] or via the GMS system.

Public Hearing via video conference: - The session will comprise 3 (three) stages (accreditation phase, reading of contributions and debates), as listed below:

“I.I – Interested parties must register by forwarding the following documents:

a) copy of identity document or equivalent document;

b) social contract, statute or registration of the individual entrepreneur, if a legal entity; and

c) power of attorney, if applicable.

II – Contribution reading phase: moment in which the contributions received by e-mail and through the ‘Compras Paraná’ portal will be read.

III – Debate phase: in which those who are accredited will be given a period of up to 10 minutes to express their views on the subject of the Public Hearing. 4;

IV – During the debate phase, Lotepar representatives will be able to express themselves verbally, if they deem it appropriate, in order to enrich the topic on the agenda, however, due to the complexity of the object, any questions will only be answered by email.

V – All contributions and questions must refer to the object of the public hearing, disregarding those relating to other matters.

VI – The questions and contributions will be answered after the public session, and the decision will be disclosed along with the consolidated report of contributions."


The result of the analysis of the contributions will be published in the GMS system, after evaluation by Lotepar's technical area, as well as the knowledge of the Secretary of State for Administration and Social Security.

In the justification for the implementation of sports betting, the Notice informs that:

“Governments around the world, in their different spheres, are always looking for new resources with the aim of improving the fulfillment of their social functions. The great challenge of each Government is to generate resources without increasing the tax burden of the taxpayer.”

“Lotteries and sports betting are legal activities and present in most developed countries, moving up to 1% (one percent) of the Gross Domestic Product - GDP of these countries. Without increasing the tax burden of each country, lotteries raise funds for governments to expand their social activities, generate jobs and move the economy.”

“In the different countries where sports betting is regulated, there are different objectives and formats, but the social destination of the collection is common to all of them. By legalizing lotteries and sports betting, the harmful effects of illegality are avoided and money laundering is prevented.”

“By aligning with the best experiences practiced in the world, the exploitation of the Lottery of the State of Paraná and its respective modalities will promote a new and relevant source of revenue for the State, regulate the activity aiming at expanding actions of a social nature, in addition to generating jobs direct and indirect.”

In the Notice, the Government of Paraná makes it clear that all concessionaires must adopt Responsible Gaming policies in accordance with good international practices, as well as being responsible for the costs of the Management Platform in the bidding process by Lotepar.
