Paraná launches Public Notice to implement state lottery platform with maximum value of US$ 45m

The government of the Brazilian state of Paraná published this Monday (30), the Electronic Auction Notice 2306/2022, which aims to hire a company to manage, regulate and control the activities and financial flow of Lotepar's lottery operators. The total estimated potential collection is R$ 232 million (US$ 45m) for the period of 12 months and the event takes place on February 15th.

The purpose of the bidding is to hire a company specialized in providing a platform to control lottery activities, integrated with means of payment, to manage and control the activities and financial flow of the lottery operators of the Lottery of the State of Paraná – Lotepar. The maximum global price for the bidding process has an estimated collection potential of R$ 232 million (US$ 45m).

The Public Notice provides for the supply of a platform for the control of companies that will operate the lottery modalities authorized by Lotepar and the contract will be in a single lot from the supply of the system.

APIs and hardware

The system must include APIs that will be used to offer products, financial services and payments to customers indicated by the Contracting Party, that is, for the integration of lottery operators.

The Contractor shall provide hardware at the physical points of sale necessary to carry out the services described in the Term of Reference and establish integration of the systems of different operators authorized by Lotepar.

The Contractor shall carry out integration with the commercial game sales websites of the Operators authorized by the Contracting Party, where purchases made by the Operators' customers through their payment system are directed to the respective commercial websites after purchasing tickets and other game products provided by the Operators.

The platform must have defined processes for identifying suspicious operations and be prepared to provide information and consult with the competent bodies.

The system should provide forms of customer identification, including full name, CPF, proof of residence and user validation by facial biometrics optionally, among other requirements set forth in the Public Notice.

Responsible gaming

The Notice also stipulates the parameterization of responsible gaming rules, which will be defined by the Contracting Party, following the best international practices, including the establishment of limits by users and other types of operation blocking mechanisms, player self-exclusion system, registration of Complaints, ombudsman for complaints, list of authorized events and control of deposit limits.

The remuneration of the management platform will be in the form of a percentage of the financial transaction arising from the lottery games and will be absorbed by the lottery operators authorized by Lotepar individually in each bet. The percentage will apply to each deposit made by the user and each withdrawal of prizes or balances (3% for deposits and 1% for withdrawals). As a result, the remuneration will not generate expenses for Lotepar and the State of Paraná.

Exploration of lotteries will still be auctioned

The exploration of the various lottery modalities will be carried out by the private sector, preceded by a bidding process, which is in the phase of internal studies by Lotepar. The state body considered it necessary to previously hire the company that will develop the management platform in order to provide greater control and allow effective and full supervision of activities.

The Electronic Auction will take place on February 15, 2023 at 10:30 am (Brasília time) and the public notice is available on the websites of the National Public Procurement Portal https://pncp.gov.br, www.comprasparana.pr.gov.br and www.comprasnet.gov.br/seguro/loginPortalUASG.

Any interested party may request clarification on the terms of the Public Notice, and must file the request within a period of up to 3 working days before the opening date of the bidding process, in a specific field on the website www.comprasparana.pr.gov.br, through which clarifications will be answered, within a period of up to 3 (three) business days, limited to the last business day prior to the opening date of the bidding process.
