In the Official State Gazette of last January 12, Governor Wanderlei Barbosa published Law No. 4.136/2023, which authorizes the State Executive Branch to explore the public service of lotteries, under a concession regime.
“In the year 2022, the support of the Civil House was fundamental for the legislative construction of the Bill with the Legislative Assembly. At a governance level, we understand that the project, related to the technical part, is robust; from the legal part, it is safe; and from the economic-financial part, it is feasible,” commented the secretary José Humberto, during the presentation of the data projection according to the feasibility and modeling study.
State Lottery
The project for operating the lottery service in the State aims to generate more jobs, promote social projects and attract more investments and resources to the State, without the need to raise taxes.
Feasibility and modeling studies have already been finalized and the next step is to submit them to consultation and public hearing, with the aim of collecting contributions from civil society for its improvement.
In all, the project foresees the creation, distribution and commercialization of lottery products, in physical form and online, throughout the territory of the State, with the obligation to be present with, at least, a lottery house in all 139 municipalities.
Now, the project will be forwarded to the public bidding phase through competition. The judgment criterion will consider the highest value of the fixed grant as the best proposal. The private partner will operate on an exclusive basis and must capture and implement physical and online points of sale; carry out communication and publicity actions to publicize the Tocantins State Lottery, among other activities typical of lottery operators.
