New ordinance aims to ban ads that associate sports betting with wealth in Brazil

Brazil’s Ministry of Finance and the National Advertising Self-Regulation Council (Conar) are finalizing the final details to publish an ordinance that will regulate advertising by sports betting houses. The standard will contain a section that Fernando Haddad considers a priority. The minister asked Finance technicians to negotiate with Conar to veto commercials that promise enrichment through betting.

The determination could affect the performance of YouTubers and influencers who present themselves as “coaches” and claim to teach other people how to live off the money earned from betting.

The ordinance will also regulate which messages can be broadcast at times when children and teenagers watch television, which includes commercial breaks for daytime sports shows.

Phrases to curb gambling addiction will be included in advertisements, as is the case in commercials for alcoholic beverages and medicines.

The National Association of Games and Lotteries (ANJL) and the Brazilian Institute of Responsible Gaming (IBJR) signed, a few months ago, partnership agreements with a view to measures to treat betting house advertising responsibly, anticipating measures that are about to be taken within the Executive, via the Ministry of Finance, or in the Legislature, during discussions of Bill3626/2023 in the Senate.
