Sports Commission to vote on sports betting regulation this Wednesday

The Sports Commission (CEsp) of the Senate will resume the voting on the bill that regulates sports betting in Brazil this Wednesday (25). In the last meeting (on the 18th), it was postponed after a collective request for a review. The text (Bill 3.626/2023) establishes rules for authorizing the operation of betting systems, advertising of these games, and the allocation of taxes on revenue, among other measures.

More than 80 amendments to the bill have been proposed, and it is being processed under an urgent regime — a measure used to expedite the processing and voting of legislative matters, with the waiver of intervals, deadlines, and regulatory formalities.

Senator Romário (PL-RJ), the committee's president, had even read his statement in favor of the proposal. However, during the discussion of the matter, several members of the committee raised concerns about the insufficient time to examine the document.

The bill, proposed by the Executive branch, has already been approved by the Chamber of Deputies and is simultaneously being processed in the Committee on Economic Affairs (CAE). After passing through both committees, the text will move on to the Senate Plenary.

The matter deals with regulations for authorizing the operation of this type of betting. It also establishes the percentage of federal revenue from betting taxation that will be allocated to various areas, such as social security, sports, and tourism.

The topic has garnered criticism from lawmakers who point out the social risks of gambling and its potential for money laundering. Fixed-odds betting has been legalized since 2018.
