Senator Kajuru to be rapporteur for sports betting bill, says he will not prohibit advertising

Senator Jorge Kajuru will be the rapporteur of Bill 3626/2023, which regulates Brazilian sports betting sector in the Economic Affairs Commission (CAE). The project was approved in the Chamber of Deputies in September and is now being processed in the Senate. Kajuru, who is vice-president of the Sports Commission (CEsp), guaranteed that he will not accept amendments banning advertising. Senators have until this Wednesday midnight (4) to amend the Bill.

Bill 3626/2023 has a deadline of 45 days to be processed in the National Congress on an urgent basis. Until now, no rapporteur on the matter had been appointed and senators are still waiting to present amendments to the Bill.

Senator Jorge Kajuru (PSB-GO) was appointed this Tuesday (3) rapporteur for the project at the Economic Affairs Committee. In his first statement, he brought some comfort to the sports betting sector by stating that he will not agree to amendments that prohibit commercials on TV.

A communications man, Kajuru said that “the ban is absurd, because television is about advertising and we cannot take that away from it.”

To avoid blocking the agenda, the project has 45 days in the Economic Affairs and Sports Committees to go to the Plenary. Kajuru is also part of CEsp, where he is vice-president.

To date, four amendments have been presented to the Bill, including a radical one, which prohibits any type of advertising from betting houses. Another involves prohibiting advertising in schools and universities or that is directed at minors. The third prevents a partner or controlling shareholder of a bookmaker from holding a stake in a Football Corporation (Sociedade Anônima de Futebol).

The last one, so far, determines that sports betting will be operated in a competitive environment “preferably between national companies” and that the criteria must be defined in regulation by the Ministry of Finance.
