Bill 3626/2023 was approved in the Chamber of Deputies and forwarded to the Senate with a period of 45 days for consideration and voting in the Sports (CEsp) and Economic Affairs (CAE) Committees. As it has an emergency regime, the Bill must be voted on by November 11th.
Yesterday (3) afternoon, senator Jorge Kajuru stated that he will report the matter to the CAE, while senator Romario asked to become the rapporteur at the Sports Commission, of which he is president and which has Kajuru as vice-president.
Senators have until this Wednesday (4) midnight to present amendments to the Bill approved in the Chamber of Deputies to the Sports Commission.
To date, five amendments have been presented to the Bill, including a radical one, which prohibits any type of advertising from betting houses.
Another determines that sports betting will be operated in a competitive environment “preferably between national companies” and that the criteria must be defined in regulation by the Ministry of Finance.
The third amendment prevents the partner or controlling shareholder of a bookmaker from holding a stake in a Sociedade Anônima de Futebol (SAF – Football Corporations).
The fourth proposal is to prohibit advertising in schools and universities or that is directed at minors.
The last amendment presented to date reinforces the theme of the third modification, which prevents the participation of the partner or controlling shareholder of a betting house, spouse or close relatives, from participating in SAF.
Furthermore, it defines that there must be negotiations between sportsbooks and sports entities on topics such as assignment of rights to use sporting events, statistical data, etc., with sports entities. The amendment also redirects 1.13% of the revenue previously allocated to sports organizations and athletes directly to the Brazilian Olympic Committee for direct application in plans to combat match manipulation.
