The rapporteur was the president of CEsp, senator Romário (PL-RJ), who agreed with Veneziano, for whom the current criteria harms teams such as Treze, from Paraíba, which despite being 19th among the most voted as "heart team", earns less because it almost never plays series A, B or C of the Brazilian Championship. Today Treze competes in series D.
Senator Romário recalled that today the distribution of Timemania resources favors the clubs that compete in series A, B and C of Brazilian football, which divide among them 22% of the revenue, in which voting as a "heart team" is one of the criteria considered, in favor of the most voted.
The other Timemania teams, which do not compete in series A, B or C, divide among themselves only 11% of the revenue, together with the teams in series A, B and C, and without taking into account the vote as "heart team". Timemania is made up of 80 clubs.
Team renewal
Bill 3,723/2021 also determines that Caixa Econômica must reopen, every two years, the process for clubs to join Timemania. Veneziano remembers that since 2007 the same 80 clubs have made up the lottery, leaving out teams that recently ascended to the main national tournaments, such as Chapecoense, Cuiabá and others.
"New clubs must participate. One of the most important principles of sporting competition is the parity of forces. It must be avoided that some competing clubs in the same division benefit from public resources arising from lotteries, while others, unjustifiably, do not receive them. To correct the injustice, we propose that the deadline for membership be reopened every 2 years, allowing the participating clubs to be constantly updated," argues the justification.
In the report, Romário agreed with Veneziano, reiterating that reopening the Timemania membership process every two years makes the process "more democratic."
