Senate appoints Irajá as rapporteur, resumes project to legalize casinos, bingo and jogo do bicho

The Senate Constitution and Justice Committee appointed senator Irajá (PSD-TO) as rapporteur for Bill 2234/2023, which legalizes casinos, bingos, jogo do bicho and gambling in general in Brazil. Approved by the Chamber of Deputies almost two years ago, Bill 442/1991 received a new number upon reaching the House and was shelved by President Rodrigo Pacheco since February 2022. Now it is being processed again.

Bill 2234/2023 legalizes all gambling in Brazil, such as casinos in resorts, tourist casinos, bingo, jogo do bicho and online. It was approved in February 2022 in the Chamber of Deputies and, sent to the Senate, received a new number and has been shelved ever since.

Last Friday (24), the president of the Constitution and Justice Commission, senator Davi Alcolumbre (União-AP) appointed his colleague Irajá (PSD-TO) to report on the matter. The objective is for the Bill to return to the House and help the government achieve fiscal balance.

The Bill rapporteur in the Senate is the author of Bill 4495/2020, which legalizes only casinos in integrated resorts. The proposal, when presented, received criticism for favoring only large enterprises and was pointed out as having been created to benefit the large casinos in Las Vegas.

With the approval of Bill 3626/2023, which regulates sports betting in Brazil and with discussions about the inclusion of online gaming in the measure, senator Davi Alcolumbre decided to resume the process of the project that legalizes all other games , after behind-the-scenes conversations with the president of the Senate, Rodrigo Pacheco (PSD-MG).
