Senate could debate tomorrow Irajá's report to bill legalizing casinos, bingos and jogo do bicho

After almost two years at a standstill, Bill 2234/2022 should be discussed in the Senate Constitution and Justice Committee this Wednesday (29). Senator Irajá was appointed rapporteur on the matter at the collegiate and four amendments were presented. Three of them concern rules for financial transactions for players, and the fourth calls for the exclusion of casinos and jogo do bicho from the bill.

Bill 2234/2022 legalizes all gambling in Brazil, such as casinos in resorts, tourist casinos, bingo, jogo do bicho and online. It was approved in February 2022 in the Chamber of Deputies and, sent to the Senate, received a new number and has been in the drawer ever since.

Last Friday (24), the president of the Constitution and Justice Commission, senator Davi Alcolumbre (União-AP) appointed his colleague Irajá (PSD-TO) to report on the matter. The objective is for the bill to return to the House and help the government achieve fiscal balance.

Yesterday (27), Bill 2234/2022 was included in the agenda of matters to be deliberated at the CCJ meeting taking place this Wednesday (29), but it is not known, at the moment, whether Senator Irajá will present his report or just the four amendments so far presented to the Commission.

Three of them deal with aspects linked to payment methods, including determining that the Central Bank monitor financial transactions to avoid transactions related to companies not authorized by the future law, as well as not granting credits of any nature, including the use of credit cards to gambling.

Another, in order to protect the citizen's right to physical and psychological health and safety, proposes that sections I and V of art. 8th of Bill 2234/2022. The article deals with permitted games and the rapporteur wants to exclude items I (casino games) and V (jogo do bicho). As a result, the project itself would be distorted, since a large part of it deals with the legalization of casinos in Brazil.

The CCJ meeting is scheduled for this Wednesday (29), starting at 10 am. It will be the last item on the agenda published on the Senate website.
