Government needs to speed up approval

Chamber receives Senate amendments to sports betting bill and could vote next week

The Chamber received from the Senate this Thursday (14) afternoon the amendments to Bill 3626/2023, which regulates sports betting in Brazil. The National Congress goes into recess at the end of next week and the government's hope is that the matter will be voted on in the Plenary beforehand. Adolfo Viana could be the rapporteur to speed up the process, as he was responsible for the final draft of the bill presented by the Chamber. The full text of the changes proposed by senators in this article (in Portuguese).

The Chamber of Deputies received from the Senate the amendments approved last Tuesday (12) in Plenary to validate or not the changes proposed by the senators. It is still expected today (15) that the President of the Chamber, Arthur Lira will appoint the Plenary rapporteur to evaluate the amendments. It is expected that Adolfo Viana (PSDB-BA) will report the matter to speed up the process, as he was responsible for the final draft of the bill presented by the Chamber.

Federal deputy Bacelar (PV-BA) informed to GMB that the Plenary will approve the bill as reported in the Senate and will analyze one by one the amendments approved by the senators, when it will be able to accept the changes or not.

The main points to be evaluated are the exclusion of betting on virtual events, that is, the online casino, and the prohibition of installing sports betting terminals in a physical environment.

The National Congress goes into recess at the end of next week and the government's hope is that the matter will be voted on in the Plenary before the end of the legislative work in 2023. This way, it will be able to count on the resources in 2024. In the Budget Law for the Next year, the government included revenue from sports betting and expects to raise around R$2 billion (US$ 405m).

As it was approved in the Senate, without online gambling, deputy Bacelar estimates that it will not be possible to achieve more than R$700 million (US$ 143) in revenue in 2024. For this reason, he asked during an interview with GMB, that his colleagues at Chamber of Deputies, reject the exclusion of online gambling and once again allow the installation of sports betting terminals in a physical environment.

When reporting the matter in the Senate, Angelo Coronel pointed out that the regulation of sports betting with online gambling could guarantee public coffers around R$10 billion (US$ 2.05bn) next year.
