Treasury tries to resume taxation of online casinos in the Chamber with an eye on revenue

The Ministry of Finance will try to resume taxing online betting in the text that will be voted on in the Chamber of Deputies this week. These games were excluded from the proposal voted last week in the Senate, leaving only sports in the text. According to technicians from the department, if the project re-regulates all types of betting, government revenue could reach R$12 billion (US$ 2.45bn).

With the version of the text approved in the Senate, the Treasury's estimated revenue is approximately R$4 billion (US$ 810m). Online casinos were removed from the proposal after resistance from more conservative senators, including government members from the evangelical bench, such as Eliziane Gama (PSD-MA).

For the project to obtain approval in the House, the government made an agreement with the opposition and facilitated the approval of a highlight that removed non-sports games from the proposal. Initially, the Senate rapporteur, Angelo Coronel (PSD-BA), had included all modalities in the text, with a 12% tax on companies' revenue and 15% on the winner's prize.

The special advisor to the executive secretariat of the Ministry of Finance, José Francisco Manssur, who works on drafting the company regulation system, considers it essential to resume taxation of virtual casinos.

“We realized that the lack of regulation ended up generating a series of abuses and frauds. The best thing is to regulate so that the State can monitor and restrain, otherwise the tendency is to repeat the cases we are seeing today, which are the result of non-regulation since 2018,” he said.

Members of the Ministry of Finance estimate that at least 134 companies are interested in regularizing their activities in Brazilian territory, or wish to enter the market after regulation. Most of them are international companies with platforms that host more than one betting site.

The rapporteur of the bill in the Chamber of Deputies must once again be deputy Adolfo Viana (PSDB-BA). He included online casinos in the first version approved by deputies, which was not included in the government's original project.
