In view of the statements by the Minister of Finance, Fernando Haddad, on the taxation of sports betting houses that operate in Brazil, federal deputy Júnio Mano (PL-CE), presented a request (2/2023) for a public hearing to be held at the Commission of Finance and Taxation, to hear the holder of the portfolio, as well as ministry officials, such as Marcos Barbosa Pinto, undersecretary for Economic Reforms, and José Francisco Manssur, advisor to the Executive Secretariat, in addition to executives from bookmakers.
The following were suggested as guests by the deputy:
In his justification, Mano highlighted that “the big houses, like bet365, receive a high volume of bets and, consequently, a significant profit. Part of this profit is converted into sponsorship for the clubs and in return the bookmakers receive advertising and publicity for their brand. Most of the time, fans place their bets on the houses that sponsor their favorite teams. In this way, more profit is generated and more money to be invested in the development of the team. This is a profitable system for both parties, the team has more money to invest and the bookmaker gains more visibility and customers.”
“Finance Minister Fernando Haddad said on March 1 that Brazil should tax sports betting. According to him, not charging taxes is an 'illegality' and allows currency evasion: 'Gambling on the internet is taxed all over the world. It can't be any different here." Veja magazine published on March 10, 2023 that the Minister of Finance gave a deadline of until the end of March for a provisional measure to be edited and begin to put order in the situation.”
"In this aspect, the taxation that aims to be implemented by the federal government for sports betting sites needs ample debate to resolve any doubts through the required public hearing."
