Project wants to prohibit by law slot machines in Brazilian state of Paraná

A proposal has begun to be discussed in the Legislative Assembly of Paraná that prohibits the exploitation of games through electronic machines or electronic and electromechanical betting equipment, known as 'caça-nquíis' (slot machines), using tokens, coins, bills, magnetic cards or any other another way of identifying and quantifying bets.

Bill 112/2023, proposed by Deputy Delegado Jacovós (PL), intends to make State Decree 4.599/2001 a law, which already prohibits the practice.

According to the text, merchants or people who have this type of equipment in their establishments will have a period of 30 days, from the publication of the Law, to remove them from public places or with access to people. If they fail to meet the deadline, the proposal determines the closure of establishments that operate this type of machine.

Permanent inspection will be the responsibility of the Civil Police and the Military Police, under the guidance of the State Secretariat for Public Security (SESP). The police forces may arrange for the seizure of the equipment if the deadlines set forth in the text are not complied with. According to the project, the ban does not apply to equipment used by the Lottery Service of the State of Paraná (SERLOPAR).

The project also determines that the State Attorney General must adopt the appropriate measures before the Judiciary if there is suspension of injunctions granted and judgments issued that allow the use of this type of electronic machines.

In the project's Justification, Deputy Delegado Jacovós states that the proposal takes into account Decree 4,599/2001, and analysis by the Paraná Institute of Technology (TECPAR).

According to the parliamentarian, it should be noted that the results of games processed by all the machines examined by TECPAR depend solely or mainly on luck.

"Considering the Criminal Misdemeanors Law, which establishes as a misdemeanor 'establishing or exploiting gambling in a public place or accessible to the public', there is a large profit margin, considered as dubious legality," says the text.
