At the meeting that took place this Wednesday (22) to approve the public hearing to discuss the regulation of sports betting in Brazil, several deputies asked that the Senate submit a bill that establishes the regulatory framework for gaming in the country, approved at the beginning of last year and shelved by the president of the Senate, Rodrigo Pacheco.
The group that presented the request was composed by by federal deputies Newton Cardoso Jr. (MDB-MG), Celso Sabino (União-PA), Mauro Benevides Filho (PDT-CE), Vermelho (PL-PR), Merlong Solano (PT-PI), Abílio Brunini (PL-MT), Pedro Paulo (PSD -RJ), Jilmar Tatto (PT-SP), Florentino Neto (PT-PI) and Thiago de Joaldo (PP-SE).
Newton Cardoso said that the legalization of sports betting was approved by the House and the Senate in 2018 and “has spent the last few years with the strong expectation of regulation and is considered a precursor to the process of legalizing gambling as a whole. Since 2018, sports betting has been operated and we have not received a penny in taxation because the activity is not yet regulated. So this is a topic of great importance.”
Celso Sabino reinforced Newton Cardoso's position and highlighted that “there are billions of dollars distributed by betting sites and taxes could solve health, education and income distribution problems. And the regulatory framework for gaming is yet another project stalled in the Senate that should go through.”
Then, federal deputy Paulo Guedes proposed that a meeting be held with the president of the Senate to advance a request to guide the vote on Bill 2234/2022.
Deputy Vermelho recalled the work of the Chamber’s Working Group (WG) that discussed the legalization of gambling in Brazil and said that he hopes that “the Senate does not exclude the possibility of installing tourist resorts in addition to those in integrated resorts.”
Vermelho proposed that the House Finance and Taxation Committee "set up a committee and go to the Senate and demand that Pacheco be evaluated and approved, as the government is also favorable because it needs money."
What was perceived at the CFT meeting was the unanimity regarding the invitation by Minister Fernando Haddad and executives of gaming operators and, at the same time, that the issue of approval of other gambling verticals in the Senate was forwarded based on the creation of a commission to discuss the topic with Rodrigo Pacheco.
