LEMG to open next Monday the proposals to define the operator of new lotteries in Minas

Next Monday, April 3rd, at 2:30 pm, the market will get to know who will operate new traditional lotteries in the Brazilian state of Minas Gerais. The International Competition 001/2023 had as proponents Hebara, a company that explored lottery products in Rio de Janeiro for years, and Consórcio Mineira da Sorte, formed by multinationals IGT and Scientific Games and the Brazilian SAGA BGI, an investor with extensive knowledge of the national market.

The opening session of the qualification envelopes for the bidding took place this Tuesday (28) with the presence of the Bidding Commission team as well as directors of Loteria Mineira, the Treasury Department and the State Attorney.

Representing Hebara Distribuidora de Produtos Lotericos was the director of the company, Amilton Noble. Roberto Quattrini, director of IGT, attended by Consórcio Mineira da Sorte.

Hebara is a traditional Brazilian company with experience in the field of lotteries, having operated for years in the Rio de Janeiro market.

Consórcio Mineira da Sorte is formed by the multinationals IGT and Scientific Games, and by the Brazilian SAGA BGI, an investor with great experience in the national lottery market.

The qualification documents of the two bidders will be analyzed as determined by the Public Notice until March 31st, since there is ample documentation (156 sheets from Hebara and 354 sheets from Consórcio Mineira da Sorte) to be verified.

Even in the face of requests from the two bidders, the Bidding Committee informed that it was not possible to anticipate the result before the 31st. The result of the analysis will be published in the Official Gazette of Minas Gerais on the 1st of April.

On April 3, at 2:30 pm, the envelopes with the commercial proposals will be opened and it will be defined the future operator of the traditional lottery games (instant and conventional) on an exclusive basis in Minas Gerais, including strategic planning services, creation of products, printing solutions, storage, implementation and operation of lottery products, marketing, creation and operation of a distribution network, commercialization and payment of prizes.

The contract provides for a collection of R$ 5 billion, with a minimum transfer of R$ 500 million to the State, over the 20-year term. Once all the legal stages of the process have been completed, the winning company will be able to implement a schedule of phases until starting the commercial exploitation of the games, which include the instant lottery (scratch card) and the conventional lottery (which uses the drawing of balls).

Until this stage, Loteria Mineira strictly complied with the technical and legal procedures and criteria to guarantee the fairness of the bidding. Two public hearings were held, in May and November 2022. On both occasions, the main companies in the gaming sector, national and international, sent suggestions, contributing to the improvement of the bidding notice.

Prior to the hearings, in order to provide maximum transparency to the process, LEMG had already received contributions through the Expression of Interest Procedure (PMI) and public consultation.

The autarchy, linked to the State Treasury Secretariat (SEF), also provided the requested clarifications and responded to the administrative objections received, which preceded the opening session of the envelopes, within the deadlines stipulated in the public notice.

The entire process has been closely monitored by SEF's top management, which reiterates the legal certainty and support of an institution that is completing one hundred years of uninterrupted operations in 2023, which is Loteria Mineira.

The interest that the tender aroused in the market confirms this, as the notice, published in Portuguese, attracted not only national but also international companies. One of the requirements of the notice, the commitment to issue 90 million cards or R$ 90 million, in a single period, as a technical qualification, proved to be feasible, since it allowed the participation of several companies.
