Deputies Chamber president gives green light to sports betting CPI

Federal Deputy Felipe Carreras (PSB/PE) received the approval of the President of the Chamber of Deputies of Brazil, Arthur Lira (PL/AL), to start gathering signatures for the opening of the CPI (Parliamentary Commissions of Inquiry) on sports betting. The parliamentarians met last Thursday (2) at the official residence of Lira. Now, the deputy needs to get 171 signatures from his peers for the CPI to get off the ground.

Carreras' proposal was made shortly after the Public Prosecutor's Office of Goiás carried out the Maximum Penalty operation, which investigates the manipulation of results in matches in Serie B last year.

The manipulation of results in Brazilian football matches is becoming more and more evident. There are speculations and insinuations that outside agents are acting to interfere in matches. We are seeing dissatisfaction from all sides. In Europe we had proven cases after investigations. Brazil is not immune; it is at the apex of a nebulous environment. We will act,” said the deputy.

Provisional Measure (PM)

The Ministry of Finance will send for publication later this month the Provisional Measure that will regulate sports betting. The text, according to who is working on it, is already in its final phase.

The text will focus only on sports results. Other types of bets will be dealt with later by Congress. In addition, taxation of any types of games, such as electronic games, for example, are not part of the PM.

In 2018, the federal government legalized the sector, but did not regulate it. The first objective of the PM is to create an obligation for bets companies to formally settle in Brazil, and with that, start paying taxes as the law determines that companies do.

Tax the prizes

The second step in this movement is to tax prizes. This means that the individual bet will not be taxed, but there will be a discount on the prize paid to the winner, which will already be debited directly by the bet company and the tax paid to the government. Roughly speaking, it is the same as with lottery games. The rate to be applied is not yet defined.

In addition to the PM, the Ministry of Finance will also publish ordinances with some extra explanations. There will be an ordinance explaining how the company's regulation will be carried out, what steps it needs to take to regularize itself and another to deal with manipulation of bets, for example.
