Loteria Mineira, in compliance with its purpose, which is to generate resources and allocate them to the promotion of social well-being and programs in the areas of assistance, sports, education, health and social development through the exploitation of lottery games and similar games in the State, including physical and digital electronic games, observing the lottery modalities provided for in federal legislation, launched the Lotominas.bet platform to the Minas Gerais public.
The Lotominas.bet Portal, the first licensed platform in the country, will operate with On Line / Real Time games in the form of instant lotteries, numerical predictions and sports betting with bets in digital media, paid through prior registration of the player and verification of results carried out through the web interface available on the aforementioned On Line / Real Time game portal, at the electronic address www.lotominas.com.br, developed by the Concessionaire.
As a main objective, we can mention the promotion of the safe migration of our bettors from the kenominas.com.br website to the New Portal, the first step towards expanding and consolidating our main gambling alternative, historical champion in revenues among gamblers from Minas Gerais – KenoMinas.
The initiative to launch the Lotominas.bet portal originated from a strategic alignment between LEMG and the concessionaire Intralot do Brasil. It is a modern portal, which follows the proven standards of quality and success, which aims to guarantee the sustainable growth of the business, guaranteeing a definitive legacy for the State of Minas Gerais.
The platform is the first to offer instant online games and licensed sports betting in the country. The traditional numerical prediction games, which have already distributed more than R$ 750 million (US$ 145m) in prizes for bettors from Minas Gerais, also make up the platform's offers.
The launch of the new portal obeyed the faithful fulfillment of the public notice conditions, the Concessionaire's duty regarding the faithful fulfillment of the conditions and its obligations established in the Concession Agreement nº 001/2010, in particular the effective implantation in the Minas Gerais market, of the games whose capture of bets is made by the On Line / Real Time system, aiming to stimulate sales and consequently generate more resources for the fulfillment of the purpose of this Autarchy, which is the financing of programs that promote social well-being, as well as the same methods and criteria used by the concessionaire, in terms of technology, security and certification of the games.
The system guarantees the randomness of the drawings and the suitability of the bets. The games offered adhere to the characteristics of the public in Minas Gerais and the relevant legislation, in addition to diversified and commercially very promising attractions.
More than R$ 15 million (US$ 2.9m) have already been invested at the Concessionaire's expense and risk in technology to launch the platform, in addition to the creation of a team specialized in digital marketing and technology to support the operation.
The expectation with the launch of the new platform is that the collection of Loteria Mineira will increase considerably in the coming years.
All modalities present on the portal are provided for in Federal Law No. 13.756/2018 and in the Loteria Mineira regulation itself, State Decree No. 47.902/2020.
We are the first state lottery to offer players the option of sports betting. The path of all State lotteries is this, to fully exploit the modalities foreseen in the legislation, in the physical means and On Line / Rela Time.
In his vote in the judgment of ADPF's Nos. 492 and 493 and ADI 4986 MT, the rapporteur Minister Gilmar Mendes, presented his conclusions on the issue of State Lotteries and made clear the understanding that the Union's exclusive competence to legislate on systems of consortia and draws (art. 22, item XX, of CF/88) does not preclude the material competence of the States to explore lottery activities nor the regulatory competence of this exploration.
In compliance with its regulatory competence for the exploitation of lotteries by Loteria do Estado de Minas Gerais, Loteria Mineira estimates that 4,000 thousand jobs have been generated at its points of sale, present in 433 municipalities, having been distributed in the last year more than R$ 18 million (US$ 3.5m) in commission for its accredited members.
The Government of the State of São Paulo qualified 15 projects under the Partnerships and Investments Program and included Loteria Paulista. According to the state governor, Tarcísio de Freitas, the proposal for the concession of public lottery services will go through a new stage of studies for the configuration of the project and will seek a partnership with the private sector to bring investments, jobs and generate efficiency.
The Minister of Economy, Fernando Hadad, stated that he will tax electronic games to compensate for the correction of the Income Tax table and that he will regulate online games.
Sports betting became legal in the country in 2018, with a period of four years to be regulated at the federal level, and Loteria Mineira, through its regulation (State Decree No. 47.902/2020), the new modalities became part of the lottery product portfolio and later, the current concessionaire was asked to develop the On Line / Real Time platform for its commercialization.
It is important to emphasize that it is incumbent upon the Board of Directors of Loteria Mineira to establish guidelines and priorities for the application of funds raised in the exploitation of lottery games in line with the relevant legislation and that in the last four years the Autarchy has allocated more than R$ 75 million (US$ 14.5m) to programs carried out by the Department of Health (combating the coronavirus pandemic), Military Police (acquisition of vehicles and modernization of the technology park), Sedese (social programs such as Rede Cuidar and assistance for families affected by floods) and Sejusp (Freedom in Cycles program) to production of sanitary napkins and disposable diapers in female prison units, among others.
