Two Brazilian senators present project to regulate sports betting

The Senate of Brazil must analyze a project that regulates sports betting. Bill 845/2023 deals with the rules for companies to explore betting services and was presented by senators Jorge Kajuru (PSB-GO) and Hamílton Mourão (Republicanos-RS). For the authors of the project, the company would need to have at least one branch in Brazil, pay R$ 20 million (US$ 3.9m) for a five-year authorization and collect taxes due on the prizes.

Senators Jorge Kajuru and Hamilton Mourão presented a proposal to regulate the sports betting branch. Bill 845/2023 aims to create mechanisms for responsible gaming, in addition to obtaining taxes.

To Rádio Senado, Kajuru said that “it is necessary to deal with this issue urgently.” He refers to the fact that the companies that currently operate in the country are headquartered abroad.

“In my opinion, the time had come to take care of this matter, of this wasp nest. Because of the dizzying growth of the sports betting market and the problems arising from the lack of regulation. And the lack of specific legislation has led companies to base their business abroad, which generates losses to the public coffers due to the lack of tax collection.”

For the authors of the project, the company would have to have at least one branch in Brazil, pay R$ 20 million (US$ 3.9m) for a five-year authorization and collect taxes due on the awards. The bookmakers will also have to advertise the so-called “Responsible Gaming”, as Kajuru points out.

“Advertising without brakes can generate serious social problems. It is worrying the number of teenagers and even children who venture into the world of gambling without proper knowledge of the risks to mental health, triggering not only compulsive behaviors but also addictions.”

The proposal, which also provides for investment of part of the taxes collected in public schools in needy communities, will be sent for analysis by the Senate Committees.
