Finance Minister promises tax exemption for up to 75% of online betting winners in Brazil

The federal government will include in the tax on electronic betting a rule that, in the calculations of members of the Finance Ministry involved in the discussion of the subject, should exempt up to 75% of the winners from taxation. This is because the taxation subject to payment will be for amounts above R$ 1,903.98 (US$ 385).

The provisional measure (PM) being prepared by the federal government promises to exempt people who win bets of up to R$ 1,903.98 (US$ 385) from paying income tax – the same limit for other prizes, such as the Mega-Sena, for example. Members of the Ministry of Finance heard with reservation by CNN Brasil said that this exemption should reach three out of four gamblers.

Betting sites should be taxed at 15% of the so-called Gross Gaming Revenue (GGR). That is, corporate taxation will occur on top of the collection, discounting the value of the prize paid to the players.

The report also found that there is, in the Civil House, an intention to increase both the tax to be charged from players and betting sites. However, the Ministry of Finance has already said that it is impossible to increase the rate, as this could reduce the number of companies willing to formalize online gambling in Brazil.

The prediction in the Lula government is that the provisional measure with the taxation of electronic bets will be published by the end of this month.

Complaint from clubs

The Finance team has been meeting in recent days with representatives of sectors involved with the matter and also with parliamentarians who work in the area. In addition, at the beginning of the week, representatives of eight football clubs, including Corinthians, Flamengo, Santos, Botafogo and Fluminense, attended the ministry to discuss the rate to be transferred to the teams.

CNN found that the clubs want to receive a 4% share of what is collected with the payment of taxes from the betting sites. The government, so far, has put in the PM that 1.63% would be allocated to entities that assign the brand to these companies and would not be willing to increase the percentage.

Deputy Felipe Carreras (PSB-PE), the most quoted name to report on the PM from the government of President Luiz Inácio Lula da Silva (PT), was also at the Ministry of Finance to discuss the matter.

Close to the president of the Chamber of Deputies, Arthur Lira (PP-AL), Carreras was the rapporteur of the bill that legalized these bets and is the author of a request for the opening of a CPI to investigate allegations of manipulation of results in Série B of the Brazilian Championship, precisely because of sports betting.
