Since March 28, the contracted company has been studying the future concession of the service to private individuals and will receive R$ 380,000 (US$ 77,200) for the work. The objective of the initiative is to increase municipal revenue without raising taxes, duties or tariffs.
The City Hall will decide whether to manage the lottery on its own or whether it will rely on a private partnership.
The municipality took the decision to institute the lottery based on the judgment of the Federal Supreme Court (STF) that the operation of lotteries is not an exclusive service of the Union.
In addition, Municipal Law 4,311 of 2022 already provides that the municipality can explore lotteries directly or indirectly, by public-private partnership, concession, permission, accreditation or any other foreseen means.
The foundation has already carried out other works of this type in the cities of Itaquaquecetuba, Embu das Artes and Poá. In São Vicente, it will have 90 days — until the end of June — to complete the task, but with a possible extension, if necessary.
After the delivery of the technical-operational, economic, financial and legal feasibility works, it will take approximately 90 more days for São Vicente lottery to start winning the definitive format.
