During the presentation of the project, carried out by the Secretary of Partnerships and Investments, Thomas Jefferson, the public was made aware of all the necessary conditions to enable the concession of public lottery services, in physical and virtual means, in the modalities authorized by federal law.
The manager pointed out the advantages of the concession. “In addition to the expertise of the private sector, we also have the opportunity to bring financial investment capital to the State, thus increasing public investments. It is a model that has worked in other states and that Governor Wanderlei Barbosa has been betting on for the development of Tocantins,” he said.
“Public-private partnerships, while relieving the State, also enable investments and job creation. The State of Tocantins has credibility with the private sector to carry out the state lottery, as well as all other PPP [Public-Private Partnerships] projects in the Tocantins Parcerias investment portfolio,” added the president of Companhia Imobiliária de Participações, Investimentos e Partnerships, Aleandro Lacerda.
During the Public Hearing, the Government of Tocantins presented the form of application of the financial product obtained through the state lottery service, which will be destined for investment in social projects that will include actions to encourage sport, combat cancer, strengthen the Association of Parents and Friends of the Disabled (Apae), investment in the technology used in the State's collection activity, among other actions that are still to be defined in accordance with the regulations of the State Executive Branch.
Among the main benefits of implementing the state lottery, the generation of direct and indirect jobs stands out; regulation and fight against illegal betting; increase in investments; stimulating the economy and increasing public revenues.
For the executive secretary of the Treasury of the State Department of Finance (Sefaz), Donizeth Aparecido Silva, an open debate with civil society is essential before implementing the project.
“It is the opportunity for all interested entities to be heard. In this way, the Government of Tocantins provides transparency and credibility to all its actions, especially for the productive sector and interested companies,” he highlighted.
After the presentation of the project, the public had the opportunity to participate, clarifying doubts and making suggestions. “The institution of the public hearing is a way for the State to hear what the market is used to, what are the indications and problems pointed out by the market and clarify doubts. So, it is essential to avoid judicialization of the event later on,” said Amilton Noble, representative of Hebara, from Rio de Janeiro.

At the end of the consultation and public hearing phase, the suggestions made by the population will be evaluated, responded to and adapted to the project. From there, the bidding stage will be carried out, where the company or consortium that will carry out the process of implementation, operation and maintenance of lottery services in Tocantins is determined.
