The PM attributes to the Ministry of Finance, commanded by Fernando Haddad (PT), the function of supervising this type of activity in the country. In addition, the text determines that transactions between bookmakers and bettors must take place through bank accounts of institutions authorized by the Central Bank.
Regarding the tax rates, the provisional measure establishes the reduction of the percentage destined to bookmakers from 95% to 84%. It also provides for the allocation of 1% of the collection to the Ministry of Sports (a value that did not exist in the wording of Law 13,756/18) and 10% for social security.
With the PM, the government intends to more effectively control the activities of bookmakers, which can increase revenue and improve supervision of the sector. In addition, the allocation of part of the collection to the Ministry of Sport and social security can contribute to the financing of public policies in these areas.
Along with the document, a decree was sent to the chief executive that provides for the creation of a working group to closely monitor the activities of this sector. The actions take place in the midst of Operation Maximum Penalty, by the Public Prosecutor's Office, which investigates an illegal betting scheme. The Federal Police must also participate in the investigation process.
Still in its first version, the PM must be discussed by the National Congress before its approval. The initiative, however, is relevant for the government and for society, in view of the need to regulate betting activities in the country.
