Estadão de São Paulo - Is Salsa in favor of regulating the sector?
Peter Nolte - Salsa Technology is and has always been in favor of regulation, but regulation has to be good for all parties involved:
(1) for the regulatory body/government, to be able to collect taxes, create appropriate player protection measures and money laundering controls among many others,
(2) for the player to have a good entertainment experience, navigability and transparency, and
(3) the operator, who needs to have an incentive to invest, create jobs, and have a profitable and sustainable business.
What did Salsa think of the text of the provisional measure drawn up by the federal government?
I think it is important to publish the regulations more than 4 years after the publication of Law 13,756.
It is not perfect and needs adjustments in order to comply with the 3 points mentioned above. However, we believe that this correction may come in time through ordinances to be published with more details and definitions.
What measures has Salsa already taken and what others does it intend to take to protect itself and, above all, protect the integrity of the game?
alsa is a technology provider for the gaming industry, we provide:
(1) the PAM Platform that some call “ backoffice ”, duly certified by international professional laboratories, such as GLI, BMM and several others,
(2) Betting Platform Sports that provides all markets, odds and a risk control algorithm for the operator,
(3) content, such as virtual sports games, statistics and
(4) a Management System for regulatory bodies, which is known as SAFE. The entire company, employees, technology and products are properly prepared, and developed for the regulated gaming industry, including certificates and licenses.
Does Salsa have an intelligence system or monitoring tool to curb the schemes?
ith regard to sports integrity, the betting platform has integrated monitoring systems, which trigger alerts when bets appear that deviate from the standard and that challenge the odds. We can even compare it to the systems that regulate the financial system and the ups and downs of stock markets. There are statistics and probability studies that trigger alerts to the CVV when something seems “off the curve”, which could suggest the leak of privileged information. It's the same with sports. Very high bets on very unlikely results triggered alerts and this is yet another advantage of the regulated market. The more visibility for all this, the more protected players and sports are.
On the other hand, as we said before, we have the Salsa SAFE, an essential Management System for regulatory and controlling bodies to be able to manage with all operators who are duly licensed and authorized. In this way, they can control all points of regulation, including taxation, payment of premiums in “real time”. For this, operators are obliged to integrate their platforms to the regulator's SAFE System. This is essential for the management and control of operators.
What explains the various cases of fraud iden0fied in Brazilian football involving punishments of athletes for yellow and red cards?
Not that this is justification, but the economic factor is the main factor that leads to the fact that some professionals allow themselves to be corrupted. Mainly in base categories and divisions and teams that do not frequent the elite of Brazilian football, more than 80% of athletes earn less than a minimum wage during the game season and, therefore, are easily seduced to perform illicit acts.
The cases identified in Brazil are typically called "match fixing ", that is, the manipulation of the results of a match. It is a reality related to sports activity and not related to sports betting operators, especially those regulated. Online sports betting provides a degree of security, greatly limiting the possibility of fraud. All users are properly registered and undergo an identity confirmation process, all deposits and withdrawals are duly validated, as well as the equipment, location and means that the user has to access a betting site and place their bet. It's like we said before. Only regulation guarantees that all efforts are made to avoid these cases, not least because the tendency is for players, for their own safety, to place bets only on regulated operators.
Is there any country where the company knows that it has done work to combat this problem and can serve as an example for Brazil?
This week we had the opportunity to participate in the 2nd Brazilian Sports Integrity Summit where different points of view on the subject were shared. Thiago De Andrade Horta Barbosa Brazil Match Fixing Specialist from the Brazilian Olympic Committee shared some examples of how Spain in La Liga and La Copa Germany are working to prevent and combat fraud in sport. I even recommend that you watch Thiago's video of an interview made this week, which deals with these points regarding fraud in sport.
We believe that first and for most all sports leagues and associations should have training programs for athletes to educate them on how to identify, refuse and denounce this type of approach. This goes for both professional and amateur sports organized into leagues, not forgetting eSports . Of course, the fair remuneration of athletes is also extremely important. The constant improvement of fraud detection algorithms also plays a key role in this mission.
Some companies that have already been doing a good job in this area is the case of the GovRisk organization that has already been helping groups that work exclusively on projects related to integrity and anti-corruption. The company Genius Sports, for example, with whom we work together, is an official technology and data publishing partner connected to several of these groups and organizations that provide integrity and anti-corruption solutions
