The meeting took place in the Alberto Pasqualini room, at the headquarters of the Legislative Assembly of RS. Vinícius emphasized the need to bring legal certainty to this sector. "The new economy needs this contribution for the arrival and regulation of this activity, generating not only income, but also strengthening clubs and sport, and, finally, creating jobs and income," said the parliamentarian.
He stressed the importance of drawing up an overview of the issue in parliament, stating: "Our subcommittee report will bring an equitable position of the State in relation to regulation." Marcus Vinícius, rapporteur for the subcommittee, questioned the representative of the federal government about the possibility of having some regulation related to the marketing of these companies in clubs and tournaments.
Manssur pointed out that it is not in the government's interest to withdraw revenue from sponsorship of betting companies and said: "We want to create a regulated market that allows the entry of more companies to increase competitiveness."
He also stated that athletes and managers will be prohibited from betting and that the federal government will spare no efforts to prevent companies' advertising from transmitting the message of "prosperity". "Advertisements that suggest that someone can improve their socio-economic position through gambling will not be allowed," referring to the compulsion to gamble.
The president of the Gaucho Football Federation - FGF, Luciano Hocsman, recalled that the regulation of sports betting sites could be being debated since 2011, when an Italian athlete was banned from football after events that had the participation of FIFA, Interpol and sports administration entities.
“We talk about manipulation of results and the ‘Maximum Penalty Operation’ makes this very clear. Athletes are aware and, although they know it is illegal, the fact of receiving a yellow card did not affect the manipulation of the match for them. Manipulation is any and all acts that take away the normality of the game,” said Hocsman.
Also according to the president of the Rio Grande do Sul entity, the competitions are not only assets of the Federation, but also of the Rio Grande do Sul clubs that compete in them and, therefore, he defends that sports betting houses need authorization, whether from the FGF, CBF or FIFA, to make available on their websites.
“Since 2020, the Federation has partnered with the data company Sportradar, one of the largest monitoring companies that aims to maintain integrity in our competitions,” emphasized Luciano Hocsman.
“The regulation of sports betting is a necessity and has been provided for by law since 2018. This market has grown very significantly and the Brazilian population is betting more and more, in addition to receiving more publicity. The provisional measure will also provide for the calculation bases for tax collection and, afterwards, it will be complemented by specific ordinances to combat the manipulation of results," declared Manssur.
“RS is a very strong state, with two clubs consolidated on the national scene, we hope that the regulation of betting can generate revenue, strengthen clubs and sport, and generate jobs. We are optimistic about this work and want to contribute to it,” added state deputy Marcus Vinícius.
With the regulation of bookmakers, the Federal Government intends to treat gambling, compulsive betting, as a case of public health, in addition to creating an ordinance on responsible gambling, with control of advertising.
