“We are satisfied with government, operators and entities fighting together against match-fixing”

GovRisk (International Governance and Risk Institute) held together with Genius Sports the 2nd Brazilian Sports Integrity Summit, in Brasília. At the end of the meeting, Executive Director Dominic Le Moignan talked exclusively to GMB: “Fantastic event. Government, operators and entities are involved in the fight against illegal practices and this is healthy for the country and for the sports betting sector.”

GMB – In how many countries does GovRisk currently operate?
Dominic Le Moignan
– GovRisk currently operates in 65 countries in the areas of integrity projects, financial crime prevention, anti-corruption and combating terrorist financing, risks and judicial reforms. This action collaborates with all actions that ultimately involve the fight against all types of corruption.

There are many different laws in the different countries where GovRisk operates. How to give answers to each one?
One way is to have local experts. We have consistent work in the field to detect illegal practices. I cite as examples the implementation of projects in Peru for USAID (American Agency for International Development, in Portuguese), that involve anti-corruption projects that cover banking areas, in which half of the team is made up of Peruvian professionals with extensive experience in the banking area and anti-corruption entities and is completed with American and British specialists. Our competence and strength involve both our focus on combating illegal practices and merged with a local team specialized in these issues.

How are you working in the Brazilian market?
We are initiating a series of actions aimed at sharing intelligence aimed at combating illicit activities, collaborating with the Brazilian government, as well as with the private sector, in changing laws and regulations in various segments. It is particularly important that we are discussing with Brazil the aspects that involve the manipulation of results in sport, which affects society as a whole and compromises sport, in addition to causing damage to bookmakers operating in the country.

We monitor a series of activities to ensure legality in numerous processes. So much so that we already have teams working in Piauí, São Paulo and Brasília, accompanying the Superior and Civil Courts, offering all our background to contribute with good practices in what we are called upon to give an opinion.

Today, match-fixing is all over the front pages of Brazilian newspapers. What can GovRisk contribute in this regard?
Offering a genuine contribution between all stakeholders – government, regulators, operators and sports entities – to identify illegal practices through data providers such as those offered by our partner Genius Sports, which is halfway between federations and beyond sports organizations and bookmakers. Thus, we can generate alarms of suspicious practices to be investigated. This collaboration is essential for success in combating match-fixing. This is already being done and I am sure that education will help to curb such unwanted actions in sports, especially in football, an activity much loved by Brazilians.

What is your final opinion on the 2nd Brazilian Sports Integrity Summit?
It was a fantastic event. We are very satisfied with the search for information both by the government, which involved senior executives from the Ministries of Sport and Finance, as well as market operators, sports entities and even athletes and former athletes. Everyone was very involved with the theme and this is fundamental for the success of actions to guarantee sporting integrity, which is healthy for society as a whole.
