In line with the regulations, one of the proposals under discussion will be to ban bets on the so-called “negative aspects of the game”, such as bookings, penalties and corner kicks. This possibility, currently in force, is seen as the main cause of the manipulations recently discovered by the Maximum Penalty Operation, by the Public Ministry of Goiás.
Technicians who will assist the work of the collegiate intend to study the legislation of other countries to support the proposal to ban this type of bet. Parliamentarians should assess the feasibility of including the prohibition in the text prepared by the Executive Branch to regulate the taxation of the sports betting sector, which is ready to be sent to Congress.
The president of the CPI, deputy Julio Arcoverde (PP-PI), and the rapporteur, Felipe Carreras (PSB-PE), held the first technical meeting of the collegiate this Thursday (18) afternoon to define the object of the investigation and the work plan, which will be detailed next Tuesday (23). The CPI lasts for 120 days. If not extended, it must submit its final report by September 28.
On its first day of operation, the commission received seven requests from deputies to ask access to the investigation by the Public Ministry of Goiás and summon eight athletes suspected of involvement in the manipulation of matches, in addition to the president of Vila Nova Futebol Clube, Hugo Jorge Bravo — this as a witness, for having reported the alleged scheme to the Goiás authorities.
Deputies Ricardo Ayres (Republicanos-TO) and Leur Lomanto Júnior (União-BA) were the first to request the summoning of athletes to testify. All names are investigated in Operation Maximum Penalty. The list of the first targets of the CP includes:

The president of the CPI, Julio Arcoverde, stated that the summoning of prosecutors who work on the investigative front of the Goiás MP is intended to “speed up the work” of the collegiate. With the collaboration of the prosecution, the CPI will be able to advance on other fronts and, with that, fulfill the objective of having its work closed before the end of this year's Brazilian championship.
“We want to buy time and complete the work before the end of the Brazilian Championship, so that there is no stain on the divisions with games in progress. In this way, we count on the collaboration and access to information from the MP of Goiás. Not by chance, the athletes already mentioned will be automatically called to testify as well. In a second stage, we intend to call arbitration to testify. Who makes and how does the arbitration scales across the country? What is the transparency of this choice? But, we already take it for granted, even before the beginning of the work, that the final report of the CPI will ask for the creation of a bill to regulate betting,” said Arcoverde.
