What is concrete so far is the wording of the Provisional Measure (PM), with a paragraph in article number three that says "in the Lotex operation, the sale must be carried out by people with disabilities." There are absolutely no details on how this would work.
A tender is planned, that is, a company wins this competition and has control over the business, but the text does not explain what the working relationship would be between the disabled person and the business owner. Is it CLT, MEI, RPA, beak, free-lance or a government authorization for labor exploitation paying very little?
That way, any and all speculation can become fact.
This text needs to be detailed and exact, clarify point by point which person with a disability it is intended to reach, because putting all people with disabilities on the same economic, social and intellectual level is completely wrong.
If this project is specifically aimed at low-income people with disabilities, this information must be included in the text.
I have been talking to José Francisco Manssur, executive secretary of the Ministry of Finance, responsible for the provisional measure. He claims that he dialogues with institutions for people with disabilities and that the PM is under construction.
This Monday (1), an open letter to society and the Brazilian government was released, signed by nine institutions for people with disabilities: ABRA (Brazilian Association of Autism), CBCP (Brazilian Committee of Paralympic Clubs), CBDV (Brazilian Confederation of Sports for the Visually Impaired), CPB (Brazilian Paralympic Committee), CRPD (Brazilian Committee of Representative Organizations of People with Disabilities), FCD/BR (Federation of Christian Fraternities of People with Disabilities in Brazil), FENAPESTALOZZI (National Federation of Pestalozzi Associations) , ONCB (National Organization of the Blind in Brazil) and ONEDEF (National Organization of Entities for People with Physical Disabilities).
In this manifesto, these organizations declare "unrestricted support for the proposal that establishes the commercialization of Lotex, popularly known as ‘raspadinha’, exclusively for people with disabilities."
And there is a Down Movement publication that is totally contrary to the proposal, shared by several associations and people. "They still think that people with disabilities are worthy of pity and charity, beggars and lottery ticket sellers," highlights the post.
Coping with exclusion at work is not done with the distribution of alms. The government has to build a public policy to strengthen the employability of the disabled population, without any characteristic of benevolence or social action in return for profit. Inclusion at work is not a favor for the person with a disability, but an obligation of the public authorities. People with disabilities are still assessed as a cost by public and private companies. It is essential for the government to put into practice actions that modify this outdated and empowering thinking, to expand access to quality and equity job opportunities.
José Francisco Manssur, executive secretary of the Ministry of Finance, said that he had already discussed this proposal with the National Secretariat for the Rights of Persons with Disabilities, currently headed by Anna Paula Feminella, and which is part of the Ministry of Human Rights and Citizenship, led by Silvio Almeida.
The Lula government is skating on the issues of people with disabilities and urgently needs to hit the ground running. Because it seems that only on issues of the disabled population does the current management have authorization to be worse than the previous one.
