According to understandings of the Superior Court of Justice (STJ) and the Federal Supreme Court (STF), witnesses summoned by a CPI are required to appear to provide clarification. Only investigated persons have the right not to attend.
The president of Vila Nova, Hugo Bravo, is also among those summoned. Bravo was the one who denounced the game manipulation scheme to the Public Ministry. Prints show that he managed to get the bettor to admit how the scheme worked and even send proof of transfers made.
In all, 19 football club presidents were summoned to testify at the CPI. Of these, 15 are from Serie A teams of the Brazilian Championship.
The CPI also wants to hear representatives of betting sites that operate in Brazil. In all, 10 brands were selected: Betfair, Parimatch, Pixbet, Betano, bet365, Sports Bet, Esportes da Sorte, Betnacional, Marjosports, Betino.
In addition to bookmakers, the deputies intend to learn about the market's integrity protection systems and payment methods. For this, they intend to call executives from Sportradar, Paybrokers and Zenetpay.
In addition to representatives of the Public Ministry of Ceará and Goiás, more government representatives were invited to participate in the commission, such as the Minister of Sport, Ana Moser; the Minister of Justice and Public Security, Flávio Dino; the president of the Central Bank, Roberto Campos Neto; and the special advisor to the Ministry of Finance, José Francisco Manssur, among others.
Before being heard, however, the requests need to be voted on and approved by the collegiate.
