Project wants to allocate funds from Brazil’s DF lottery to combat violence against women

The Legislative Chamber of the Federal District (CLDF) is analyzing Bill 350/2023, which allocates 5% of the revenue from the DF lottery draws to finance programs to prevent and combat violence against women. Proposed by deputy Dr. Jane (Agir), the project amends law 7155/2022, adding a new article to allow the allocation of the resource.

The proposal establishes a source of funding for public policy programs aimed at preventing and combating violence against women. Thus, it increases the amount of money that can be applied in the area and, more importantly, coming from a new source.

“As we highlighted in the proposal, the measure does not represent a burden for the public coffers, since the source of funds will be the collection of the lottery games themselves. Violence against women is a serious violation of human rights, which affects the lives of thousands of women around the world. Unfortunately, in Brasilia, this reality is no different. It is necessary that measures be adopted to combat this problem,” said Dr. Jane, who is Special Prosecutor for Women at CLDF.

The parliamentarian also emphasizes that the inclusion of this provision in the law represents a significant advance in the fight against gender violence, as it contributes to the strengthening of public policies aimed at protecting and promoting women's rights.

Lottery

The Public Lottery Service of the Federal District consists of operating lottery games and was created by law 7155/2022, authored by the Executive and approved by the CLDF. It allows numerical, sports or specific prediction contests, as well as instant lottery.

The law determines the competence of the Executive for the service, directly or indirectly. Operational activities for the exploitation of lottery games must be carried out exclusively by BRB.

Among the allocations of resources established by law are sponsorship of sports, cultural and leisure events; funding of research and development programs in the areas of public health; the Employment and Income Generation Fund (Funger); the funding of entities in areas related to people with disabilities; and actions developed by the State Secretariat for Social Development.

Procedure

Bill 350/2023 was sent for analysis on the merits at the Social Affairs Commission (CAS) and will subsequently be analyzed by the Economy, Budget and Finance Commission (CEOF) and by the Constitution and Justice Commission (CCJ).

After the procedure in the commissions, it will be appreciated in plenary in two rounds. If approved by the CLDF, and signed into law by the governor, the proposal takes effect on the date of its publication.
