O BiS SiGMA Americas trouxe um debate importante sobre o momento da regulamentação dos jogos e apostas no país. Rafael Ayu, Secretário Adjunto da Inovação, Ciência e Tecnologia do RS; José Francisco Manssur, Assessor Especial do Ministério da Fazenda, Marcus Vinícius Vieira de Almeida, Deputado Estadual do RS e o Deputado Federal, Mersinho Lucena falaram sobre o desenvolvimento dos projetos parlamentares de jogo em níveis estaduais e nacional.
At the opening of the debate, the CEO of the National Association of Games and Lotteries (ANJL), Wesley Cardia, stated that if the regulations were in place, many problems would be avoided and that Brazil would already be reaping good results.
“If the regulation had been dealt with through Provisional Measure at the beginning of this government, maybe we wouldn't have the need for the CPI that is happening. More than that, we would be bringing taxes and having a safer business environment, especially for the population as a whole, who would be betting only on regulated bookmakers,” he defended.
Then, Federal Deputy Mersinho Lucena, who is a member of the CPI on sports betting in Congress, reported on how the conversations on the subject of regulation between the legislative houses have been going. According to the parliamentarian, deputies and senators are committed to making the regulation of the sector move forward.
“Everyone took on the challenge of advancing in this direction. We know the importance that the sector will generate for our country in terms of direct jobs. Only with the approval of the Bill in the Senate it is estimated that around 5 thousand jobs will be created, and a market that moves R$ 70 million annually has the possibility of doubling in less than two years from the regulation,” said the parliamentarian.
“We have American companies wanting to invest, but, for compliance reasons, they only enter regulated markets. This is a process that we are advancing in the Senate and I have already had conversations with the president of the Chamber who is also committed to the regulation of sports betting in the country. There is only a discussion of how it will be done,” Lucena added.
José Francisco Manssur, Special Advisor to the Executive Secretary of the Ministry of Finance, provided further details on how the discussions are taking place between the Executive and the parliamentarians. Thus, his first highlight was the extent to which the subject has been dealt with by all powers and that the process is reaching its final stage.
“The last of debates is being held with parliament. This is essential! The hallmark of the Ministry of Finance is not going to parliament with the dish, not surprising the National Congress. But, anticipate the presentation of provisional measures or bills. So, what has been done in recent months is to bring to the texts the wishes and concerns of our deputies. Everything that is being done is so that we have less problems in the process. Thus, involving parliament, the civil house, we will have a firm, safe and effective regulation,” he explained.
The representative of the Ministry of Finance also stated that all negotiations have been cordial and open. “We are very open to dialogue. We are very sure that doing according to what is being agreed with parliament is the best way out for follow-up. Not doing it according to what the Chamber expects of us would be faster at first, but then it generates a much longer delay. I am sure that this negotiated alternative will take a little longer, but will bring more efficient results, making everything work harmoniously,” concluded Manssur.
Marcus Vinícius Vieira de Almeida, State Deputy of Rio Grande do Sul, said that the state is moving according to the favorable moment for new businesses around games and sports betting in search of establishing the largest number of operators in the region.
“We formed a working group to monitor the regulation of sports betting and lotteries. The main objective of this work is to guarantee the establishment of the largest possible number of matrices of these segments in our state. Our challenge as parliamentarians is to create mechanisms that facilitate the attraction of these enterprises to Rio Grande do Sul, knowing the high number of jobs and professional qualification of the people who work in the sector,” said the parliamentarian.
Collaborating with the deputy's speech, the Assistant Secretary for Innovation, Science and Technology of Rio Grande do Sul, Rafael Ayu, said that, as happened with technological activities such as UBER, the regulation of betting will come out and it is the obligation of the states to be ready.
“The public sector must embrace this because regardless of our position, people will use this technology. We, in the executive branch, are aware that this debate needs to be deepened. The government of Rio Grande do Sul has already advanced with the PMI of the state lottery. I am fully convinced that once the regulation comes out, our state will create the necessary environment for us to be able to attract human capital and investments,” he concluded.
BiS SiGMA Americas will run until the 18th, at the Transamérica Expo Center in Sao Paulo. In addition to panels on the main issues in the gaming and betting market, the meeting has already reached the status of the largest in Latin America with hundreds of exhibitors and thousands of visitors.
