With no date for signature, Civil House says sports betting Provisional Measure is not ready

Why has President Lula still not signed the Provisional Measure (PM) that regulates sports betting? UOL asked this question to the Civil House's special communications department. The answer was that the PM proposal is not finalized yet. Thus, there is no prediction of when it will be signed by the president.

"The matter is at the Ministry of Finance in the process of finalizing the proposal. We have no forecast on when the signature will be carried out," answered the advisory of the Civil House.

UOL found that the main point of uncertainty is the creation of positions to ensure the functioning of the measures provided for in the PM. The question is not the simplest.

The Ministry of Finance estimates that it needs 80 new positions, mainly for the inspection area. However, at the beginning of his government, Lula instructed the ministries not to create new jobs. Thus, according to the calculation of UOL, there is a negotiation between the Treasury and the Civil House on the number of positions.

In the midst of the betting scandal, which affected Serie A and B of the Brasileirão in 2022 and state championships in 2023, the Ministry of Finance sees the regulation of sports betting as urgent, which will come with the PM.

Provisional measures come into effect after the president's signature, but need approval from the House and Senate to become laws.

The term of validity of an PM is 60 days with the right to extension for the same period, in case the vote has not been concluded in the National Congress.
