O Globo: Provisional Measure that taxes and regulates sports betting should be ready by end of June

According to Brazilian newspaper O Globo, after at least three months of promises, the Provisional Measure (PM) is finally about to be published by the government, which deals with the regulation of electronic betting in Brazil. According to a minister who works at the Planalto Palace, it should be published in the Official Gazette by the end of this month.

The text had already been sent by the Ministry of Finance to the Civil House for at least a month. According to the government's PM, the taxation should remain at 16% of the revenue of these companies.

Minister Fernando Haddad is in a hurry: he needs to raise funds in order to meet the fiscal targets promised by the government.

But the amount to be collected will be far from what was initially calculated. At the beginning of the year, there was talk of something between R$ 10 billion (US$ 2.1b) and R$ 15 billion (US$ 3.1b) per year.

Today, Finance technicians lowered the ball. It is expected that the government can collect between R$ 1 billion (US$ 210m) and R$ 2 billion (US$ 420m).

Today, there are around 3,000 sports betting sites available to Brazilians. All are hosted abroad. It is estimated that they move R$ 10 billion (US$ 2.1b) per year. And not a penny is taxed because until now this type of activity has not been regulated.

The PM will, of course, bring some mechanisms to control and prevent fraudulent schemes, such as the bettor's identification. But they are obviously not a guarantee of an end to the manipulation of betting results, which is coming to light in the recent fraud scandals now revealed.
