Special adviser to the Executive Secretariat of the Ministry of Finance, José Francisco Manssur said at BiS SiGMA Americas in Sao Paulo last week that one of the main functions of the bill will be to open the way for the government to edit ordinances regulating issues such as tackling gambling addiction and responsible advertising.
Internally, the portfolio led by Fernando Haddad is even discussing the possibility of creating a betting and lottery secretariat, dedicated exclusively to the topic.
Finance goes to Ministry of Management to create a new secretariat
The Ministry of Finance has a meeting scheduled for today (20) with members of the Ministry of Management and Innovation in Public Services (MGI) to unlock the creation of a new secretariat in the portfolio.
Minister Fernando Haddad needs approval for the appointment of positions in the department that will be responsible for the funds to be collected from online betting.
Finance's intention is to obtain authorization for the appointment of officials who will take care of the amount to be collected as soon as electronic sports betting is allowed in Brazil.
Government interlocutors told CNN that there is a kind of authorization from the Civil House for the creation of this secretariat.
Now, the Ministry of Management would be trying to organize this new department in a way that does not generate so many costs to public coffers. Servers may be reallocated to carry out the new work.
In May, the Ministry of Finance presented a kind of draft of a provisional measure (PM) aimed at regulating online sports betting.
Now, the promise is that the PM will come out of paper as soon as this secretariat at the Treasury starts working. The measure is expected to be published later this month.
The text, which regulates a law approved by the National Congress in 2018, provides that the inspection of bets is carried out by the Ministry and that the transit of money occurs through bank accounts of institutions authorized by the Central Bank (BC).
