“Sports betting regulation will come in the next few days,” reveals José Manssur at CONAFUT

Special adviser to the Ministry of Finance, José Manssur was one of the guests to speak about how the regulatory process for bookmakers in Brazil is going, at the 6th edition of the National Football Conference (CONAFUT). He puts the current phase of resolution in a good scenario and said that the regulation can happen before the parliamentary recess (it happens on July 17th), but complications can occur.

In addition to José Manssur, the panel “Sports Betting: Regulations, Sponsorships and the Integrity of the Game”, had the participation of Guilherme Buso (business manager of Genius Sports and representative of ABRADIE), Danielle Maiolini (lawyer at CSMV specialized in sports law) and Fernando Prass (former goalkeeper and current sports commentator). The discussion was moderated by Fernando Mello, vice-president of the Paulista Football Federation (FPF) and founder of Press FC.

With great prominence in football, sports betting schemes have been the subject of discussion for several weeks and more recently at the CONAFUT event, the advisor to the Ministry of Finance gave an overview of the current status of this resolution. He puts the current resolution phase in a good light and believes that regulation of bookmakers is very close.

Manssur stated that the regulation of bookmakers could happen before the parliamentary recess, but complications could occur. The most important thing, according to the expert, is that all stages of the regulation process are done calmly and respecting the side of the fan who uses the betting service.

“We listen to the clubs, the CBF, we listen to the operators and we listen to the betting associations, but we believe that it is important to listen to those who use this service so that we can have full control and supervision of what we are going to regulate,” said the special advisor.

Manssur believes in technology and artificial intelligence to regulate and warn about possible dubious bets. Just to illustrate, vetoing the corner bet is not effective for Manssur. “The guy is going to bet on the corner outside Brazil (at another bookmaker). Therefore, we will not be able to supervise, if we prohibit a user from betting on a corner kick here in Brazil, he will do the same betting on an international championship,” he explained.

“We need to have an operating system that can warn us about possible fraudulent bets within a scout in the game and compare it with the athlete's behavior, and as soon as we perceive a certain level of probability of fraud, notify the operator to remove this bet from the air,” added Manssur.

Manssur talks about preventing fraud in football through bookmakers

For Manssur, the viable way to curb the process of fraud in football is to prevent a fraudulent act in a match. According to what he reported in his speech at CONAFUT, banning the practice of betting will not do any good, as this could lead to an unprecedented crisis in Brazilian football.

Bookmakers are one of the main sources of sponsorship for Brazilian football today and what must be done is to prevent manipulations from happening in a joint work of human and artificial intelligence.

“We need to work preventively, with technology, with artificial intelligence, with prepared people. Banning this practice will cause a collapse within the current football scene, and we don't want that. We know that today bookmakers replace Caixa Econômica Federal as the main source of sponsorship for Brazilian football, so the Ministry of Finance does not work with the possibility of prohibiting sports betting activity, and we believe that this can be fixed in the coming days,” he concluded.
