Expanding the resources of public health services is one of the priorities of the current São Paulo administration since the beginning of 2023. In Lisbon, Tarcísio discussed the hybrid system successfully adopted by the local Santa Casa, which manages public lotteries and applies part of the collection of bets to expand the health budget.
“We want to bring efficiency to public services in São Paulo, simplify processes and bring dignity to the population, especially in essential sectors such as health and education,” commented Tarcísio.
In operation for 525 years, Santa Casa de Lisboa stands out in Europe for its defense of social causes and creative funding models. One of them is precisely the operation of Portuguese lotteries for funding and investment in health.
In 2020, revenue from lottery products and services rendered accounted for more than 85% of the institution's income.
In São Paulo, the concession of future local lottery services is in the project structuring phase under the State Investment Partnerships Program (PPI-SP). Among the possible modeling of the project is the application of part of the lottery revenues for direct investment in essential public services, as it happens in Santa Casa de Lisboa.
“In Portugal and in the three previous international missions, our objective was always to seek creative and innovative solutions, having as a reference the best world practices to work hard for quality public services in our state,” reinforced the governor.
