Approved in mid-June, the law signals a significant change for Lotep – Lottery of the State of Paraíba, giving it even more autonomy to launch new games in the state.
According to Francisco Petrônio de Oliveira Rolim, Superintendent of Lotep, “this legislation proposes a substantial restructuring of the Lottery of the State of Paraíba, which will now be linked to the Secretary of State for Finance – Sefaz/PB. In addition, the project establishes a series of penalties for those who try to exploit the system illegally, providing greater operational and legal security.”
“One of the most striking elements of Bill 590 is the legal regulation of lottery operations in the State of Paraíba. This legal framework offers greater clarity and credibility for the sector, benefiting both operators and bettors,” adds Rolim.
The law also provides for the creation of an Administrative Council, composed, among others, by representatives of the Public Prosecutor's Office of Paraíba and the State Attorney General's Office, with the aim of bringing greater control and inspection to the system, as well as greater legal security for the products offered to the market.
“Bill 590 emerges as a powerful tool in the fight against the illegal exploitation of games of chance, promoting transparency and confidence for gamblers. In addition, it aims to improve the management of resources from lottery operations,” adds Petrônio Rolim.

In practice, this means that the revenue generated by lottery games will be directed more effectively to social areas, with an emphasis on education, health and public safety. The impact of this legislation has the potential to extend far beyond the gambling sector, benefiting the entire population of Paraíba.
The project marks an important advance in the lottery sector, demonstrating that it is possible to combine entertainment, legal security and social responsibility. The reformulation of the State of Paraíba Lottery may just be the matrix of a series of similar initiatives across the country.
The Lottery of the State of Paraíba - Lotep, created on April 2, 1955, is a special regime autarchy that develops the provision of state public service of exploration of lottery activities in the territory of Paraíba, directly or indirectly, in full harmony with the regulation federal.
Under the terms of State Decree No. 41,037/2021, Lotep serves the purpose of generating resources aimed at promoting social welfare policies and funding programs in the areas of assistance, sports, education, health and social development. Far beyond the regulation of games and lottery activities, it is part of its mission to bring social benefits to the entire population of the State of Paraíba.
