The gaming milestone brings guidelines for the development of the sector in the country and its accelerated growth. The proposed text brings important recognition to the industry and differentiates it from gambling.
The text avoids bureaucratic obstacles to the games industry, by providing for free manufacturing, import, commercialization, development of games and provision of entertainment services.
Bill 2796/21 brings an important advance by expanding the scope of application of games, which are now recognized as tools not only for entertainment, but also for educational and therapeutic purposes.
The project also proposes to encourage professional training in the technology industry, boosting research and promoting technical courses.
Bill 2796 will be voted in the Plenary of the Federal Senate after extensive debate with the private sector, having heard industry associations in both legislative houses.
The project, if approved by the Plenary and sanctioned, will require specific regulation, which should contain details of the requirements and operational issues specific to each type of electronic game.
The Brazilian Association of Fantasy Sport (ABFS) supports the opinion presented by Senator Irajá to Bill n. 2,796/2021 at the Economic Affairs Committee. According to the President of the Association, Rafael Marcondes, the legal framework represents a step forward for the games and Fantasy Sports sector in Brazil.
“The Brazilian Association of Fantasy Sports reinforces the importance of Bill 2.796/2021 in the form of the text approved by the Chamber of Deputies and endorsed by the rapporteur Senator Irajá. The industry awaits with great expectation its vote in the plenary of the Federal Senate so that the advances are truly implemented.”
Senator Irajá reaffirms his commitment to the project and points out that “the games market is the future for the country's technological development.”
ABFS data show that in Latin America the sector moves US$ 1.5 billion and estimates that the number could reach US$ 2.3 billion with the regulation, in addition to the generation of more than 5 thousand jobs.
“It is necessary to move forward with the project, only then will it be possible to generate more jobs for young people and encourage economic growth. I work and support the constant improvement of the games sector,” highlighted Irajá.
"This is a significant legislative advance, which will bring recognition and security to the Brazilian games industry. As it is a sector in constant innovation, a detailing of the guidelines outlined by the project should be done via executive act and with the development of the industry, while adjustments may be necessary in the text of the law itself. But the key now is to move forward and make it clear, beyond any doubt, that games are a lawful activity desired by the State. Only then can the sector grow," concludes Rafael Marcondes.
