The Chamber of Foz do Iguaçu approved this Thursday (13th), by a majority of votes, the bill establishing the creation of the Foz do Iguaçu Lottery called Lotoeste. Among the implementation's objectives is to generate resources and apply them to priority social assistance actions and for the development of sports.
The project, which received a new wording, is signed by councilors Ney Patrício (PSD) and Edivaldo Alcântara (PTB). There were 12 votes in favor and two votes against. The matter will be forwarded to the Executive, for sanction of the Mayor.
In 2020, the Federal Supreme Court (STF) decided that the exploitation of lotteries is not exclusive to the Union, thus providing opportunities for implementation by states and municipalities. Lotoeste must work with lottery modalities such as passive lotteries, numerical and/or sports predictions, instant lotteries and other modalities provided for in federal legislation.
Financial resources
The proposal for the allocation of funds raised through betting or the sale of Lotoeste tickets must comply with current legislation with other provisions defined by decree of the Executive Branch.
In addition to the allocation of resources for social assistance and the development of sport, the document also provides that resources (financial surplus) not committed to future payments, will be used in the amortization and payment of municipal public debt service.
Also guaranteed by the bill is the implementation, through partnership, concession or permission, of the guarantee systems that it deems convenient for security against adulteration or contracting of tickets.
After the Mayor's sanction, the municipal legislation will define the next steps for the implementation of Lotoeste, which should generate a public call to listen to market players and future bidding for the concession of the service to the private sector.
