One of the factors that could further boost the booming electronic games market is the approval of Bill 2,796/2021, known as Games Legal Framework, authored by federal deputy Kim Kataguiri (União-SP), and which is in proceeding in the Federal Senate, under the rapporteurship of Senator Irajá (PSD-TO).
With the implementation of the new legal framework, the expectation is that this value may jump to R$ 131 billion (US$ 27bn) and that, by 2026, 30,000 new jobs will be created for Brazilian youth - a portion of the population extremely affected by unemployment.
According to a diagnosis by the Undersecretariat for Statistics and Labor Studies, of the Ministry of Labor and Employment, 5.2 million young people aged between 14 and 24 are unemployed in Brazil.
According to the Game Brasil Survey (PGB), released in March by the SX Group and Go Gamers, in partnership with Blend New Research and ESPM, games and eSports have become a relevant career and training option in Brazil.
The survey interviewed 14,825 people and found that 58.3% of gamers believe that the electronic games sector in the country offers good career opportunities in areas such as content creation, marketing and game programming.
In this scenario, Bill 2,796/21 encourages the training of qualified labor, with the creation of technical courses, programming workshops and investments in research in the development of innovation, generating more qualified professionals.
In addition, the Legal Framework for Games will professionalize the labor market in the area, with games no longer being seen only as entertainment and starting to have their employment assured for educational, therapeutic and training purposes.
According to the president of the Brazilian Association of Fantasy Sports (ABFS), Rafael Marcondes, despite seeming like a project aimed at a specific niche, the bill has numerous mechanisms that benefit the entire market.
“Brazil has the potential to become the third largest global fantasy game market. Currently, the country already leads the gaming market in all of Latin America and already ranks as one of the largest markets in the world. However, the lack of regulation has been an obstacle to the growth of the sector in the country. The project can generate many new jobs, as it has the potential to boost the development of the industry.”
The Legal Framework for Games (Bill 2796/2021) was unanimously approved by the Chamber of Deputies and the Economic Affairs Committee (CAE) of the Senate. The next step is to vote on the text in the Plenary of the Federal Senate, and if it is approved, without amendments, it will proceed to presidential sanction.
