Brazil’s Finance Minister says proposal to regulate sports betting is 'mature'

The Minister of Finance of Brazil, Fernando Haddad, said this Monday (24th) after meeting with Vice President Geraldo Alckimin, that the government's plan to regulate and start taxing sports betting is 'mature'. The Provisional Measure (PM) to be edited in the next few days has been promised for some time and remains stalled in the Civil House. Even ready, Haddad did not say when it will be presented.

In May, the Ministry of Finance released the proposal for the regulation of sports betting sent to the Planalto. But so far it has not been signed by President Lula for presentation to the National Congress. Once again the prediction that it would be sent last Friday (21st) was not fulfilled.

Last week, the government published in the Official Gazette an MP creating 217 positions in the Ministry of Finance, with 65 of them destined for the future National Secretariat for Betting and Lotteries.

“[The proposal] is mature. Even the positions to be created, to set up the Regulation and Inspection Secretariat. So [the Provisional Measure] is in the Civil House,” said Haddad in conversation with journalists at the end of the morning, after leaving a meeting with the Vice President of the Republic, Geraldo Alckmin.

And there followed promises that this week the PM will be dispatched by the Civil House for signature by President Lula, without confirmation of the day, as well as the Bill that creates the entire system that will make up the future regulation of sports betting in Brazil.

Haddad intends for the regulation to take place in August, when the government must present the Budget Law for 2024 to the National Congress.

The expectation is that the regulation will contribute between R$ 6 (US$ 1.25bn) and R$ 12 billion (US$ 2.5bn) to next year's budget, although it contains only R$ 2 billion (US$ 418m) to avoid legal uncertainty.
