The Executive’s Bill presented to Congress deals with the free distribution of prizes through drawings and commercial promotions in general, similar to those promoted by shopping centers on special dates, such as Father's Day, Mother's Day and other celebrations.
As a result, promoters of prizes worth less than R$ 10,000 (US$ 2,100) are no longer required to seek prior authorizations, only having to notify the Ministry of Finance of the event.
Regarding sports betting, the Bill only indicates that the activity inspection fee will be corrected annually by the Ministry of Finance.

The project deals, albeit a little superficially, with policies to combat money laundering by determining that operators adopt practices and procedures to curb the crime.
According to the document, it will also be up to the Ministry of Finance to adopt measures to combat the manipulation of results, which will also be responsible for imposing fines for irregularities.
What is expected now is the Bill with an urgent regime and the ordinances that will deal with all the practical and administrative aspects for the implementation of the rules for the operation of sports betting in Brazil.
Among these aspects is the effective creation of the National Secretariat for Gaming and Lotteries, within the scope of the Ministry of Finance, to deal with the licensing and granting processes of sports betting houses.
Bill 3626/2023 only presented the justification for the creation of the body, especially in view of the presentation of another legal document that created 217 positions in the Ministry of Finance, in which 67 functions will be directly linked to the supervision of sports betting.
