The analysis of the technical requirements of the companies is in the final phase. At this stage, they need to present an operational plan, proof of the system's operational capacity with certification by an independent international entity, integration with the Management and Means of Payment platform contracted by Paraná, in addition to presenting guarantees for the execution of the contract and payment of the grant. Companies that have not signed up for the announcement will not be able to operate in Paraná.
The concession for operating fixed quota bets will guarantee the State an initial fixed grant of R$ 5 million (US$ 1.05m) per operator. With the approval of the first eight accredited companies, the State will be able to raise R$ 40 million (US$ 8.45m) in fixed grants alone. In addition, the company needs to present a contractual guarantee in the amount of R$ 5.8 (US$ 1.25m) million in the first year of the contract.
“It is important to emphasize that 5% of the operator's gross revenue will be allocated monthly to social contributions, as provided for in the law that created Lottopar. This means that the fixed-odds betting modality regulated by Lottopar will contribute significantly to the development of projects and initiatives that benefit the people of Paraná who need it most,” emphasizes Lottopar's CEO, Daniel Romanowski.
Accreditation brings security to the State, to the lottery operators and, mainly, to the people from Paraná who bet. “Paraná is building a solid model that guarantees transparency and control of processes. We have a management and payment platform that gives us an overview of betting in Paraná and prevents illegal practices,” explains the CEO.
Romanowski also points out that even before the start of operations of the lottery service in the State, Lottopar is already working on several measures to guarantee the suitability of lottery operations in the State. Recently, in a meeting between the autarchy and the Nucleus to Combat Cybercrimes, strategies were discussed for carrying out actions together with the police agencies, in order to curb illegal activities, money laundering and the performance of illegal operators.
Lottopar also met with members of the Financial Activities Control Council (Coaf) and the Ministry of Finance to establish protocols with the aim of preventing crimes such as money laundering and improving communication between institutions.
