CBF goes to FIFA to prevent athletes punished for manipulation from acting in other countries

The Brazilian Football Confederation (CBF) asked FIFA to give worldwide coverage to the punishments applied in Brazil to players convicted of involvement in football manipulation. In addition, the CBF mapped and notified the national football associations where these players transferred.

This is the case in Turkey, for example, where played defender Eduardo Bauermann, formerly of Santos. He received a suspension of 360 days from the STJD without being able to act professionally. He was later signed by Alanyaspor, but has yet to make his debut and has not been registered in the local league.

The Vietnam federation, where midfielder André Queixo currently plays. He was also notified and punished with 600 days of suspension. He was signed by the Nam Dinh club and has already made two appearances.

FIFA usually responds to this type of request, especially in cases like this. The entity's Disciplinary Code provides that even provisional measures (to which appeals still apply) can be extended to other countries.

In these cases, the players' country of destination is subject to applying the same decision as the country of origin. In other words: if the sporting justice system in Brazil ends up acquitting the athlete, the penalty will also be revoked internationally.

Eduardo Bauermann's defense filed an appeal to the STJD (statement of liens), which has not yet been judged. The player was contacted for comment on the situation, but did not respond until publication.

In a note published on its website, the CBF mentions the number of 15 players, but did not identify them. The STJD Plenary (second and last instance) punished 13 players recently.

Penalties applied by the STJD

  • Romário (former Vila Nova): elimination and fine of R$ 80,000 (US$ 16,300)
  • Gabriel Domingos (former Vila Nova): suspended for 720 days and fined R$ 80,000 (US$ 16,300)
  • Moraes (former Vila Nova): 720 days and R$ 55,000 (US$ 11,200)
  • Gabriel Tota (former Juventude): elimination and R$ 30,000 (US$ 6,100)
  • Paulo Miranda (former Juventude): 720 days and R$ 70,000 (US$ 14,300)
  • Eduardo Bauermann (former Santos, now at Alanyaspor - Turkey): 360 days and R$ 35,000 (US$ 7,100)
  • Matheus Gomes (former Sergipe): elimination and R$ 10,000 (US$ 2,000)
  • Fernando Neto (former Ceará): 380 days and R$ 15,000 (US$ 3,000)
  • Kevin Lomónaco (Bragantino): 380 days and R$ 25 million (US$ 5,000)
  • Ygor Catatau (former Sampaio Correa): eliminated and R$ 70,000 (US$ 14,300)
  • Mateusinho (former Cuiabá): 600 days and R$ 50,000 (US$ 10,200)
  • Paulo Sérgio (former Sampaio Correa): 600 days and R$ 50,000 (US$ 10,200)
  • André Queixo (former Sampaio Correa, now at Nam Dinh, Vietnam): 600 days and R$50,000 (US$ 10,200)

These athletes were denounced by the Operation Penalty Maximum, of the Public Ministry of Goiás, which since 2022 has been investigating a large scheme of manipulation of results in several state championships and in the Brazilian Championship of Series A and B.

There are still other players who were punished in the first instance by the STJD – and will still be judged by the Full Court. This is the case of Alef Manga and other players.

After the first two complaints filed by the MP-GO, the Federal Police also joined the case. In addition to the investigation in the criminal sphere, there are ongoing proceedings in the Sports Court.
