Deputy proposes creation of Amapá State Lottery

A bill that provides for the creation of the Lottery of the State of Amapá, In northern Brazil, has begun to be processed in the Legislative Assembly of Amapá. The proposal is from Deputy R. Nelson, based on the understanding of the Federal Supreme Court, in 2020, that the federal government does not have exclusivity in the operation of lottery modalities.

Requirement 2.248/2023, authored by Deputy R. Nelson Vieira, was presented to the Board of the Legislative Assembly of Amapá, which requires the State Governor to establish the Lottery of the State of Amapá (Loteap).

The objective of the project is to create a new source of revenue for this state in northern Brazil bordered by Suriname, French Guiana and the Atlantic Ocean.

According to the text presented, Loteap would be an autarchy linked to the state government with directors and employees in charge of accrediting stores, carrying out raffles and managing the collection from the lottery modalities to be created.

The proposal is that half of the amount raised by the future Loteap be allocated to social, health and safety actions (Military Police, Fire Department and Detran).

The project proposes that the values of prizes not claimed for a period of one year be reverted to the State Health Fund of the State of Amapá, according to the financial and budgetary programming of the state Executive Branch.

The request awaits processing by the Legislative Board of the Assembly, but deputy R. Nelson has already gone ahead and presented an urgent request to hasten the analysis of the matter.
