Loteria Taubateana is a municipal service for operating any lottery modality provided for in federal legislation, such as, for example, numbered tickets, betting on drawn numbers or on the results of sporting events.
In addition to paying the prizes, the result obtained from the lottery can be used to fund the municipality's social security and finance social assistance, human rights, sports, culture, health and public safety projects. The possible financial surplus with the revenue may be used to pay the municipal public debt.
Lottery products will be restricted to Taubaté. The municipal lottery may be operated by the City Hall or through a partnership with the private sector, and the Cabinet Secretary will be responsible for regulating the law and administering resources.
In the message sent to the Chamber, the mayor states that “the raising of new resources aims to generate an extra source of income for the municipality, the results of which will be applied in projects aimed at social security, the financing of actions, projects and the contribution of funding resources to the areas of social assistance, human rights, sport, culture, health and public safety, and the payment of prizes, payment of income tax levied on the prize, payment of costing expenses and maintenance of the operation of the municipal lottery.”
The text also confirms that the project does not result in an increase in taxes or tributes to the population.
Amendments by the Justice Commission make corrections to the wording, such as: specifying that the responsibility for administering resources will be the responsibility of the Secretariat of Finance, removing the list of lottery modalities from the text, due to the fact that the municipality cannot create sweepstakes, for example.
Another amendment presented by the Justice Commission brings together the suggestions for the allocation of resources that were presented by councilors during the process, among them, municipal social security; actions in the areas of social assistance, human rights, sport, culture, health, public safety, tourism, environment and animal welfare; and payment of prizes. Actions in the health area should prioritize oncological care, especially breast cancer, and care for people with autism spectrum disorder (ASD).
The proposal depends on a second vote and the mayor's sanction, so that it becomes law.
