Brazil's Deputies Chamber president guarantees that sports betting bill to be discussed next week

The president of Brazil’s Chamber of Deputies, Arthur Lira, assured that the bill that will regulate sports betting in the country will begin to be discussed next week. The rapporteur for the matter will be appointed this Friday (25th), and he informed it will not be Felipe Carreras. “The Bill for gaming has a deadline of September 9th to be voted on. We will have two weeks to discuss a lot,” said Lira.

The project must include the proposals for taxation of betting companies that are already included in the Provisional Measure (PM) 1.182/2023 presented at the end of July. An 18% GGR fee will be levied on companies' gross revenues.

The PM is already valid since its publication, but for companies to be properly taxed, it still needs the installation of the National Secretariat for Prizes and Bets, with a monitoring system. For this reason, valid or not, the PM is not being applied.

In any case, the concern of the mayor is regarding the deadline for discussion and approval of the Provisional Measure. To interlocutors, he has said that it will not be possible to vote on the measure until September 9th. With that, it already signals that it is possible that the PM expires and he can deal new cards on the table of the political game.

On the legalization of other gaming verticals within the scope of the sports betting regulation project, Lira once again stated that the Bill that legalizes casinos, bingos and jogo do bicho is already in the Senate (442/91) and that in case of agreement between the Houses, it could be incorporated into the sports betting project.

“The issue of gaming has been in the Senate, waiting for the designation of a rapporteur for almost two years. I will look for the president of the CCJ, senator Davi Alcolumbre, so that he can try to reach a discussion in the Senate of change or modification of text or approval for the matter to move forward, unless there is a great agreement to the text approved in the House and put it back in the urgent bill, which will force the Senate to discuss the matter,” Lira commented.
