Brazil hopes to raise US$ 1.01bn with new Lotex, will also have a digital version

The publication of the decree that authorizes Caixa to explore, on a transitional basis, the Exclusive Instant Lottery – Lotex does not set a date for the entry into operation of the new ‘raspadinha’ (scratch card). But the Brazil’s state-owned bank informed that it will be soon and that there are prospects of raising R$ 5 billion (US$ 1.01bn) with the new modality that, in addition to the printed ticket, will have a digital version.

With the aim of increasing revenue, Brazil’s government has just relaunched Lotex, which will initially be explored by Caixa, until a public tender grants the modality to the private sector. While the bidding does not come out, the government is already doing calculations and hopes to collect around R$ 5 billion (US$ 1.01bn) with the new scratch card.

Among the innovations studied is the implementation of the digital modality as well. In its operation until 2016, there was only the printed version, in which the gambler scraped areas of the ticket to identify whether or not he had won. When starting the operation, there will also be a digital version, in which the bettor buys the ticket online and virtually scratches it with the mouse to see if he has won or not.

In a note, Caixa informed that it is working on structuring the Lotex operation, but that it still does not have a set date for its launch. "The perspective is short-term," said the entity.

The government gave carte blanche to the Ministry of Finance to authorize Caixa to operate the new lottery on a transitional basis until a tender is opened to offer Lotex to the private sector. The institution will operate it until the contest is closed and will still have another six months to deliver the product to the winner.

The president of Caixa, Rita Serrano, announced two weekss ago that the bank would have news in the area of lotteries and that in the second half of this year it would take over scratch cards. The decree published this Thursday (31st), comes into force from September 10th.

Lotex’s collection will be used for the following purposes:

  • 0.4% for social security
  • 0.9% for the Ministry of Sports
  • 0.9% for the National Culture Fund
  • 1.5% for sports entities that assign rights to use brands for betting
  • 13% for the National Public Security Fund
  • 18.3% for cost and maintenance expenses
  • 65% for payment of premiums and income tax collection
