Dispute over Betting Secretariat places André Fufuca and Fernando Haddad on opposite sides

Announced as the new Minister of Sports, the leader of the PP in the Chamber, André Fufuca, already has a clash with the head of Treasury, Fernando Haddad, one of the most powerful figures on the Esplanada. To join Lula’s government, the Centrão bloc agreed to take over Sports as long as the department was boosted with the sports betting area, which generates between R$ 100 billion (US$ 20bn) and R$ 150 billion (US$ 30bn) per year in Brazil, according to estimates by Finance technicians.

News outlet Veja reported this weekend on the formation of this cloud, which it is not yet known whether it will turn into a storm or not.

It is already certain that the Ministry of Sports will keep at least 3% of the revenue obtained from the collection of taxes on sports betting companies, which should yield between R$ 2 billion (US$ 400m) and R$ 12 billion (US$ 2.4bn) per year. This prospect of new resources helped convince Centrão bloc. But there is still doubt about the fate of the secretariat that will be created to define sector standards. Among other functions, it will have to decide on companies' requests to operate in the country.

According to the proposed rules, each company will have to pay R$ 30 million (US$ 6m) to obtain the grants. In the most conservative estimate, 40 to 60 will attempt to obtain grants as soon as the regulations are approved.

In the most optimistic scenario, there will be 80 to 100. Treasury wants to keep the secretariat, as initially designed, under its umbrella, under the allegation that the new structure will also deal with topics such as means of payment, money laundering and mechanisms combating betting fraud.

Such arguments do not move the Centrão. Majority in the Chamber, the group intends to use the strength of the vote so that the secretariat stays in Sports and, thus, guarantee a victory for the newcomer Fufuca over Haddad.
